He also ran for parliament in 1996, winning the seat for the Ningo-Prampram constituency and serving as its MP for over 20 years.
He remained a member of parliament after the NDC’s defeat in the 2000 elections. On November 21, 2015, Mensah lost to Sam George in the NDC primaries.
In the parliament, he was the Minority Chief Whip before the 2008 Ghanaian legislative election. He was appointed Majority Chief Whip in Parliament in January 2009.

In the 2020 election petition, he represented President Nana Addo Dankwa Akufo-Addo.
