The Information Commissioner’s Office told BBC News that any measures that would weaken encryption must be “necessary and proportional” and that it collaborates closely with Ofcom.
It advised using less intrusive techniques when they were available. And it welcomed “technology options that assist the discovery of illicit content without jeopardizing privacy protections for everyone”.
